Project manager registration
To manage or arrange domestic building work you must be registered as a Project Manager (Domestic) with the Victorian Building Authority. Project managers cannot carry out building work or arrange unregistered builders.
Domestic builder registration
Anyone carrying out or managing building work must be registered in the appropriate class (domestic builder or builder commercial). Unregistered persons cannot enter into domestic building contracts.
Domestic building insurance
For domestic building work over $16,000 the builder must obtain domestic building insurance and provide the certificate to the owner before taking any deposit or starting work; without it the contract cannot be enforced.
Deposit limits
The maximum deposit is 10% if the contract price is less than $20,000 and 5% if the price is $20,000 or more. Deposits cannot be taken until a domestic building insurance certificate is supplied.

Use a written major domestic building contract with statutory warranties, plans, specifications and progress payments. Ensure work complies with the National Construction Code and Australian Standards.
